Problem
Write as if the reader will check every claim. Across industries, 0.45% of cold emails get a reply, according to Belkins' 2026 study of 7.5M B2B emails sent in 2025 [[1]](#sources) [[2]](#sources).
Four problems come up for developer-tool teams:
- Weak account lists. A list built from a headcount filter says nothing about whether a company has the problem your tool solves.
- Generic messages. Each message should show you looked at the reader's product.
- A law with no B2B exception. The FTC says of CAN-SPAM: "The law makes no exception for business-to-business email." [[3]](#sources)
- Platform terms. LinkedIn's User Agreement lists as a don't: "Use bots or other unauthorized automated methods to access the Services, add or download contacts, send or redirect messages" [[4]](#sources).
Both were checked on 2026-10-22. Read them before you choose your channels.
How Outlevo does it
Find accounts from public evidence and signals. Each qualified account gets a Readiness Card with fit, intent and data quality scores. A card needs at least three observations, each with a source and a date [[5]](#sources). Facts read from a website are kept only when their quote is found on the page. Guesses are labelled as hypotheses, never presented as findings [[5]](#sources). A signal check costs 1 credit [[6]](#sources).
Outlevo can also show which companies visit your website and which pages they read. It never identifies a person [[7]](#sources). Competitor tracking adds quoted facts from competitors' public pages and competitor signals on accounts [[8]](#sources).
To see your own ICP first, the free ICP assessment reads up to 5 public pages of your website. It returns facts labelled as verified observations or AI inferences, and up to 5 experimental segment hypotheses [[9]](#sources). Outlevo asks which countries you sell into. It never proposes markets [[10]](#sources). Win/loss analysis counts companies, not deals. Under 10 won companies is labelled very low confidence [[10]](#sources).
Write for a skeptical reader. This part is craft, and it is yours to own. Refer to something the reader can check. Make one ask. Leave out any claim you cannot back up. A Readiness Card lists each observation with its source and date, so you can see where a detail came from before you write about it [[5]](#sources). Outlevo writes and schedules the emails, and Smartlead sends them from your mailboxes [[11]](#sources). For follow-up structure, see sequence.
Keep a person in charge. Outlevo sends nothing outside a policy that a person approved. Policies set who can be contacted, on which channels, how often and with what budget [[12]](#sources). Every external action is checked against the approved policy before it runs, and recorded in a ledger. Kill switches pause a campaign, a channel or the whole workspace at once [[12]](#sources).
Sending has its own gates. Before a Smartlead campaign sends, every mailbox must be connected and warmed up. Its domain must also have SPF, DKIM and DMARC checked in the last 7 days [[11]](#sources). A new managed mailbox sends nothing until it is warm: at least 14 days, usually about 3 weeks [[13]](#sources). More on this under deliverability.
Build with it. Everything in the app is available in the REST API, with a TypeScript SDK and an MCP server [[14]](#sources). Test keys run against a sandbox with 100 fake companies, send nothing and are not charged [[15]](#sources). See the Companies API and the sandbox, MCP server and SDK post.
Proof
We have no customer numbers to quote, so here is what you can check yourself.
- The Free plan costs USD 0 per month. Builder is USD 29 per month with 320 credits. Growth is USD 149 per month with 1650 credits [[6]](#sources).
- Contact discovery costs 4 credits [[6]](#sources). Connecting and syncing a CRM uses no credits [[16]](#sources).
- Email addresses and other personal data are encrypted at the field level. Staff support access is read-only, time-limited and logged [[17]](#sources).
Next step
Run the free ICP assessment on your own site and see which segments it proposes. Then open the developer hub, create a test key and try the sandbox. Check pricing when you are ready to send.
